Rang-Frah Government College established in 1996 is the only institute of higher education in Changlang district. The college is located at a distance of 13 km away from Changlang town along trans-Arunachal Highway at a scenic foothill place known as Longbusung which was donated by Kengkhu village. The nearest Railway station is at Margherita which is at a distance of 58 Km from the College. This college is affiliated to Rajiv Gandhi University, Rono Hills, Doimukh, Itanagar. The college is recognized by University Grant Commission (UGC) under section 2(f) and 12 (b) of UGC Act 1956. This recognition of UGC came in 2006 and the college received accreditation by NAAC with grade ‘C’ in 2009. During the Academic Session 2015-16, the NAAC Peer Team visited the college for its reaccreditation (Cycle- 02). The foundation stone of the college was laid on 16th May 1995 by His Excellency Mata Prasad, the then Governor of Arunachal Pradesh. In July 1996, the college became functional temporarily at District Institute of Educational Training (DIET), Changlang till February 1997. Later the college was shifted to its permanent site at 200 acres campus at Longbusung which was formally inaugurated by the then Honourable Chief Minister of Arunachal Pradesh, Gegong Apang on 13th February 1997.
