The oldest university in the state of Odisha and the seventeenth oldest in all of India is Utkal University, a public institution situated in Bhubaneswar. In the beginning, it operated out of Ravenshaw College after being founded in 1943. The first President of India, Dr. Rajendra Prasad, laid the foundation of the current Utkal University campus at Vani Vihar, Bhubaneswar, on January 1, 1958. The second President of India, Dr. S. Radhakrishnan, opened the campus on January 2, 1963.

The university has a sprawling campus of 399.9 acres in the heart of Bhubaneswar and is a teaching-cum-affiliating university with 27 post-graduate teaching and research departments on campus. It has three main departments and 31 sub-departments, offering UG, PG, PhD, and M.Phil. programs in various fields such as Management, Science, Humanities, Medicine, Homeopathy, Law, and many others across various streams.

Accredited with an "A+" rating by NAAC, the institution has recognition from AIU and UGC. It is placed 93^rd  in the "University" category of the NIRF Rankings 2023. Utkal University has made significant contributions to the advancement of contemporary Odisha and places a heavy emphasis on research. Utkal University boasts a well-planned campus with various infrastructure facilities across its different departments. Here are some highlights of the infrastructure facilities at Utkal University.

Hostel- Students at the university have access to residential facilities at the hostels, despite it not being a fully residential institution. The warden oversees and assists the superintendent and assistant superintendent in overseeing each hostel. Currently, there are thirteen dorms on campus—six for boys and seven for girls.

Medical Facility- The medical division of Utkal University is called the University Health Center. For students, faculty, staff, and their families as well as inhabitants of the university quarters. It primarily provides basic health care services. Operating out of a distinct edifice with excellent facilities is the health centre.

Library- The Purija Library at Utkal University is regarded as one of the best libraries in the state of Odisha. The library is divided into numerous parts, including administrative, manuscripts, and big reading areas. It has 5,200 manuscripts and almost 2000 volumes.

Auditorium- For the common use of all stakeholders, the university maintains an auditorium, a convocation hall, and multiple seminar/conference halls under different departments/units at various locations. It is assumed that these facilities are effectively used for academic meetings, conferences, and seminars, as well as cultural activities.
