2 GOs issued to guide mgmt quota admissions - Orders Cancel Admissions By Pvt Colleges

The state government on Monday issued two GOs,MS 66 and 67 listing out rules which should be followed while admitting students under B category or management quota.The GOs which allow department of technical education to set up an online portal for monitoring admissions under management quota or B category will in effect cancel the admissions conducted by private colleges so far.Many colleges had conducted clandestine B category admissions before August 30.
As per the new GOs,admissions to management quota should be via a web portal set up by a competent authority (AP State Council of Higher Education).The colleges will be given a unique ID and password to enter and access data on this portal.Once the data is entered,colleges will not be allowed to change the data.The colleges will now have to put up the details of courses offered with intakes,schedule of admissions,registration fee,minority or non-minority status in the web portal other than the leading newspapers in the state.The colleges will also have to upload the selection list of candidates on the website and this can be challenged by students if they do not follow the merit.The GOs also said that if proven that the managements have charged fee higher than that prescribed by the government,they will be penalised under AP Educational Institutions (Regulation of Admissions and Prohibition of Capitation fee) Act,1983.Complaints on this regard should be submitted to the Admission and Fee Regulatory Committee (AFRC).
Sources said the capitation fee charged for admissions to top colleges under management quota admissions was 30% higher than that of the previous year,taking into account the uniform fee structure introduced by the state government.This year,for courses including EEE,ECE and IT,colleges had charged somewhere between Rs 18 lakh to Rs 20 lakh in management quota.Some of the colleges belonging to the index I category (which were allowed to charge fee of Rs 50,200 to Rs 1.05 lakh in both A and B categories) had issued notifications for admissions to management quota as early as July.
