4.5 crore youth to be trained in employable skills by 2022: Maharashtra Governor Vidyasagar Rao

Describing youth as the future of India, Maharashtra Governor C Vidyasagar Rao on Monday said the state government has set a target of training 4.5 crore youth in employable skills by 2022.

"Youth are the future of this nation. The state government has set an ambitious target of equipping 4.5 crore youth with employable skills under the National Skill Development Mission by 2022. This will help in creating 45 lakh skilled people every year," Rao said addressing a gathering on the 66th Republic Day at Shivaji Park in Mumbai. On the occasion, he unfurled the tricolour and reviewed the ceremonial parade.

"A separate department of Skill Development and Entrepreneurship will be set up to help in creating trained workforce as well as entrepreneurs," he said.

The state government has launched 'Operation Kayapalat' to rejuvenate the Primary Health Centres across the state and to provide quality health services to citizens throughout the year, he said.

"The scheme will focus on maintaining cleanliness and hygiene in the rural health centres. A successful beginning has been made in Pune and Kolhapur districts. The government will encourage private companies to take up this activity as part of their Corporate Social Responsibility," he said.

The state government is committed to building a world- class national monument of Chhatrapati Shivaji Maharaj in the Arabian Sea, the Governor said.

"I also reiterate the resolve of my government to build a grand memorial of Bharat Ratna Dr Babasaheb Ambedkar at Indu Mill in Mumbai," he said.

As part of its commitment to empower women, the government will set up Jijau Hostels equipped with all the modern amenities for college-going girls and working women at taluka levels, Rao said.

"The state is taking a series of measures to improve the safety and security of its citizens. The government has adopted a zero tolerance policy against corruption, crime and indiscipline. The government is also committed to curbing cyber crime and crime against dalits and women,"

On the occasion, the Governor said that the state has decided to give top priority to affordable housing. Innovative housing policies such as cluster development, joint venture and redevelopment will be implemented to create more housing stock for the needy people.

"It is indeed disheartening that farmers in different parts of the state have had to bear drought, hailstorm and unseasonal rains causing loss of life and livestock. An estimated 23,802 villages in the state were affected by drought on account of insufficient rains in the Kharif season last year. The government has disbursed financial assistance of Rs 2,000 crore as solace to farmers in the affected villages," he said.

"In a significant step, my government has decided to implement the Jalyukta Shivar Yojana for water conservation to make the state drought-proof. The government intends to make 5,000 villages drought-free by the end of this year," he said. He announced that Guardian Ministers will inaugurate the Jalyukta Shiwar Yojana for 2,500 villages today.

As part of its commitment to achieve balanced regional development, the state government has cleared hurdles in the process of land acquisition and in providing subsidised power supply for the ambitious MIHAN (Multi-modal International Hub Airport at Nagpur) project in Nagpur, Rao said.

The state has also proposed enactment of the Right to Services Act which will ensure timely delivery of services to citizens in government offices. The state government has also declared 2015 as the 'Digital Year' to make available a number of government facilities online, he said.

The government has given highest priority to speedy implementation of infrastructure projects in and around Mumbai, including the Mumbai Trans Harbour Link, the 36-km long coastal road from Nariman Point to Kandivli, the underground Dahisar-Charkop-Bandra-Mankhurd Metro, the 32-km underground and elevated Wadala-Ghatkopar-Thane-Kasar Vadavali Metro Project and Navi Mumbai International Airport, he added.
