Andhra Pradesh puts off dividing assets of colleges

After the Telangana state government took control of the NG Ranga Agricultural University, the Andhra Pradesh government is now not very keen on bifurcate the assets of several other cash rich educational institutions. Many institutions, including some universities, have liquid assets worth several hundreds of crores. It is learnt that the official division of the Andhra Pradesh State Council of Higher Education (APSCHE), which has assets in fixed deposits worth nearly Rs 120 crores, has also been put on hold.

While most state universities are reeling under heavy expenditure, some universities like the BR Ambedkar Open University and the Rajiv Gandhi University of Knowledge Technologies (RGUKT) have liquid assets running into several hundreds of crores. But after the Agricultural University episode, now Andhra Pradesh government doesn’t want to divide the liquid assets of these universities on the population ratio."We don't even know exactly how much money RGUKT has. But it has hundreds of crores of assets and they are just not dividing it now," a senior functionary of the Telangana State Council of Higher Education (TSCHE) said.

The TSCHE is already reeling under financial burden as no budget has been allocated to the body. Assets of the APSCHE are also not being divided and this would have given the TSCHE some breathing space. Another trouble that state universities are now facing is they are unsure of whom to report to. The Council is the liaison between universities and the state and central governments and also has financial powers. Now, APSCHE has financial clout while the TSCHE doesn't.

"Universities are getting confused regarding whom to approach since the TSCHE only exists on paper without any real power and money. But, months after the state being bifurcated, Telangana state universities can't approach the APSCHE also. They have to take a decision and divide the Council," a senior member of the APSCHE said.
