Committee for private universities in Kerala

THIRUVANANTHAPURAM: The high-level committee, constituted by Kerala State Higher Education Council (KHEC), headed by former MG University vice-chancellor Cyriac Thomas has recommended establishment of private universities in the state. The committee, which was constituted in June, is likely to submit a detailed report to the government next week. Sources said as per the recommendations, the Visitor's post which is equivalent to Chancellor of universities will be with the governor. In place of Senate, there would be a system of Board of Governors. The major conditions laid down for establishment of private universities are bank guarantee of Rs 10 crore and fixed deposit of Rs 15 crore. The council had entrusted the expert committee to study the issue of private universities. Reacting to the development, education minister P. K. Abdu Rabb said that personally, he was not against private universities. But in the present circumstances in the state, there was no need for private universities. However, the UDF will take a decision at an appropriate time, he added. It may be recalled that the council had sought public opinion on the possibility of establishing private universities in the state. Those interested to respond were asked to do so in the link Establishment of Private Universities (Questionnaire) on website http://www.kshec.kerala.gov.in. The questionnaire included questions like: Do you feel that there is a need to establish Private Universities in the state? If yes, will it effectively serve to improve the quality level of higher education in the state? If Private Universities are being established, which are the academic programmes to be offered? The questionnaire had also sought the opinion of the public on the suitable model of private universities in the state. They had been asked to respond to the question whether the private universities should be sponsored by corporates, registered trusts, societies, companies or others. The public had been asked to give their general comments and suggestions on this subject in a brief note.
