Separate CETs on the anvil in TS

Hyderabad: After forming its own Board of Intermediate Education for conducting separate Inter exams in the State, the Telangana government is now making all moves for conducting its own Common Entrance Tests (CET) in the State.
Currently, Jawaharlal Nehru Technological University (JNTU) - Hyderabad has been entrusted to hold EAMCET, Kakatiya University (Warangal) ICET, Andhra University (AP) Ed-CET, Osmania University Post Graduate Engineering CET, Sri Venkateshawara University Law CET, JNTU-Kakinada (AP) ECET and Acharya Nagarjuna University (AP) PECET. The Telangana government wants to conduct separate exams to the professional courses without relying on the AP government.

While the CET conveners, co-conveners and dates had to be announced in the first week of December, a tussle between both the governments over common and separate exams had delayed the announcement. Telangana State Council of Higher Education (TSCHE) officials say that dates would be announced in one week or two. “Conveners, co-conveners and dates will be announced after convening a meeting with Vice-Chancellors of universities in the State,” informed T Papi Reddy, chairman, TSCHE.

According to the AP Reorganization Act, the admissions in the professional courses should be common in both the States. Reddy said there was a negative notion among the students and parents that holding separate examinations would violate the Act, however it did not.

“The process of admissions remains the way it was done in erstwhile Andhra Pradesh. However, AP students who wish to join Telangana colleges have to write Telangana CET and admissions will only happen in accordance with Article 371 D which empowers 15 per cent quota for the non-local candidates,” said TSCHE chairman.

Officials of TSCHE say that AP students would be given admissions in the open quota by taking 25 per cent weightage of intermediate score. “AP students can join Telangana colleges in the open quota and it will be continued for the next 10 years as stated in the Act. We will ensure entrance examinations will not clash with dates of AP,” TSCHE chairman says. While TSCHE states that admissions would be held as per the AP Reorganization Act, officials of Andhra Pradesh State Council of Higher Education say that conducting separate CETs is against the Act. “

According to the Act, the common admissions should be done in both the States by holding common test. If Telangana government wants to conduct separate CET, its clear violation of the Act. AP government is planning to take issue to the court,” an official of APSCHE lamented.
