Eamcet logjam persists; Chandrababu Naidu turns to governor

Hyderabad: The fate of lakhs of Intermediate students in both Telangana and Andhra Pradesh wanting to study engineering, medicine and agriculture courses continues to hang in balance with the TDP and TRS governments failing to find any common ground.

On Wednesday, the two states continued to spar on the issue with Andhra Pradesh chief minister Chandrababu Naidu insisting that Telangana's decision to hold a separate Eamcet will 'deprive' AP students equal educational opportunities and, hence, a blatant violation of the AP Reorganization Act.

During a one-and-half hour meeting with governor E S L Narasimhan on Wednesday, Naidu said students from AP would be big losers if Telangana holds its own Eamcet (Engineering, Agriculture and Medical Common Entrance Test).

"A separate Eamcet by Telangana will make students hailing from AP non-locals and they will have to compete for the seats in the 15 per cent non-local quota, while the Telangana students will get the 85 per cent of seats in the colleges located in Telangana state, including Hyderabad," the AP CM reportedly told the governor.

"This is a clear violation of the AP Reorganization Act which assures equal opportunities in higher education for the two successor states," HRD minister Ganta Srinivasa Rao told TOI. However, the minister said the AP government was not considering a legal option at this juncture. "We can challenge the same in the court but the delay it might cause to the entire process is holding us back," Ganta said.

According to sources, the AP government is likely to give a few days to the governor to act, and if there is no breakthrough, may encourage parents of students to file a PIL challenging the Telangana government's decision to hold a separate Eamcet.

According to AP government sources, AP students seeking admission in Telangana colleges will be at a disadvantage as they would have to compete with students from all over the country in the 15 per cent non-local quota. "Highly advanced streams like automobile, rubber, chemical and aeronautical engineering are available mainly in Hyderabad and Ranga Reddy colleges. AP students seeking admission in these colleges in the non-local category will end up with no seats or negligible number of seats in these branches," said the HRD minister.

Meanwhile, Telangana continues to insist that it will hold its own Eamcet. "The AP government offer of the two states holding the test alternately for the next five years as well as the other options put forth by them is not acceptable to us," said Telagnana government sources.
