Goodbye DIET CET, welcome DEECET

Making the much-awaited changes in the schedule of teacher training course admissions, State government in an order on 28th October stated that all the admissions would hereafter be done through DEECET (Diploma in Elementary Education Common Entrance Test) which is hitherto known as DIET CET (District Institutes of Education and Training- Common Entrance Test.

DEECET was the name that has been in use by the NCTE (National Council for Teacher Education), the apex body of teacher education. The NCTE has asked the state governments long ago to follow a uniform methodology.Another important aspect of the government order was announcement of a proper, time-bound action plan for admissions every year. Here after, the process shall start in March every year and end up by July 31, a procedure followed by professional colleges.

The pity is that the process of admissions for the academic year 2013 has not yet started in spite of completion of entrance test three months back. Government continues to issue renewals for the private institutions till today which has virtually stalled the process of counselling. Officials said that the process may start in another two weeks and the classes likely to commence from the last week of November. The guidelines for the DEECET were released simultaneously for both government and private teacher training institutes. Sanctioned intake of seats for DEl Ed course in Government DIETs will be filled by the Convener, DEECET admissions.Government follows more or less the same methodology with respect of allocation of seats- in two Categories. The Category A seats will be 80 per cent and Category B will be 20 per cent of the sanctioned intake of seats in Del Ed Course in the un-aided Non-Minority and Minority Elementary Teacher Training Institutions. Category A seats have to be filled with eligible candidates on the basis of rank obtained in DEECET while the Category B seats shall be open to all the eligible candidates who satisfied the eligibility criteria for admission i.e. the candidates should have passed Intermediate Examination or its equivalent and they should secure minimum of 50 per cent of marks in aggregate.

Government has decided to follow the method of engineering admissions i.e. web-based process. The convener has to ratify the admissions made by private institutions. According to the government order, all the institutions are divided into two groups- viz SW-1 and SW-2. Single Window1(SW-1) will be for institutions opting for Single Window System to be operated by the Convener, DEECET admissions from DEECET rank holders and Single Window 2(SW-2) will be for un-aided minority Institutions opting for Single Window System operated by the Convener-DEECET-AC admissions from the DEECET rank holders.

A committee will have to be formed for DEECET admissions, which consists of Commissioner of School Education, Director SCERT, Director of Government Examinations, One principal of DIECT, convener of DEECET and two subject experts.The Convener of DEECET admissions will adopt computerised single window system of counselling by way of web based selection of colleges. The Convener DEECET will prepare the seat matrix of all seats in Govt. DIETs, Category 'A' seats in Unaided Non-Minority Colleges and Category 'A' seats in Unaided Minority Colleges which did not opt for SW2.

The counselling will be done in two phases and later if seats remained vacant, spot admissions will be done-which will also be online.For admissions under category B, the government has merely said that the institution shall notify all the details of seats available under this category and conduct the admissions in a fair and transparent manner. There was no mention of online admissions in the order.
