AP may be taken as single unit for ranks

The effect of bifurcation of the state has created a peculiar problem for the CBSE, which conducts the JEE Main from April 6 to 25 in both online and offline modes. By the time, the all India Ranks are declared i.e. July 7; the state will be split into two. Well before that, the CBSE has to do normalization of board marks. The Board of Intermediate Education has to send the list of students to CBSE who are in the top 20 percentile of the board that are eligible for JEE Advanced. The Inter Board has to fix up the cut off mark for the top 20 percentile score- in each category.

The question now arises here is whether two separate lists have to prepared for Telangana and the residuary state of Andhra Pradesh. Some argue that since June 2 is declared as the 'Appointed Day' of Telangana state and by that time, the declaration of results is over, two lists have to be prepared for the two states.

However, the Inter Board contends that since the final exams were conducted in undivided state (from March 12 to 27), both Telangana and AP shall be taken as a single unit and no division should affect the students. But on record, the secretary of Intermediate Board, Ram Shankar Naik said that the board will send the (percentile) list of all students who wrote the Inter exams to CBSE, which would decide further.

"Students will get no benefit or lose anything if they are placed in two states or one state. The ranks will remain more or less the same as the board exam is the same," a senior official of Secondary Education remarked.

As the AP Reorganisation Act (Schedule X) facilitates continuation of educational institutions, curriculum, job opportunities and exam-related issues till both the governments arrive at an understanding for evolving separate mechanisms; there will be no loss to the students. "In my opinion, the same system will continue for the next couple of years as it takes time for the dust to settle. If at all any problem crops up, it will be for the state engineering colleges since the respective governments will have to take some policy decisions on the reimbursement front. Bifurcation leaves a huge revenue loss and some on-going welfare measures have to be either trimmed or rescheduled or even revisited, the official explained. State may see exodus of engineering aspirants to other states which they feel safer and could complete their course on time," he analyzed.
